Quest Steps

Step 1 Kill the Minotaur Hero and Loot the Shackles
Steamfont Mountains (-1250, -1070)

Find and kill the Minotaur Hero at the coordinates above. He is a rare spawn with placeholders. Testing suggests he can respawn fairly frequently — as many as five times in 3.5 hours — but spawn mechanics can vary.

Loot the Minotaur Hero's Shackles from his corpse.

The Minotaur Hero's Shackles are NO TRADE. The character doing the turn-in must loot them personally.
Step 2 Raise Steel Warriors Faction to Kindly
Commonlands — South Shore

You need Kindly faction with the Steel Warriors guild before Grahan Rothkar will accept the shackles. Build this faction by purchasing Bottles of Milk and turning them in to Mojax Hikspin on the south shore of the Commonlands. Each bottle turn-in grants one faction point.

The number of turn-ins required depends on your current faction standing. Purchase the milk bottles from Alec Greenglade in West Freeport.

To trade with Mojax Hikspin you must have at least Amiable faction with the Knights of Truth. If you are KoS, you will need to raise that faction first or use illusions.
Step 3 Turn In the Shackles to Grahan Rothkar
South Qeynos

Once you have Kindly faction with the Steel Warriors, bring the Minotaur Hero's Shackles to Grahan Rothkar in South Qeynos and hand them over. He will give you the Hero Bracers in return.

The Hero Bracers are tradeable once you receive them, so they can be gifted or sold to other players.
